Pre-Green Division Specifications

Diane Boram proposed a division specification that was approved by the Board. Audrey will draft a letter to the Zone 2 committee presenting PHSA’s recommendation that this division spec act as the spec for PHSA, EPPHA and Zone 2 beginning 12/1/05. Diane will make sure EPPHA is on board at their board meeting on 4/4/05. The letter to Zone 2 will go out after the EPPHA board meeting. (A copy of the letter is attached to these minutes.)


Banquet Location

The banquet has historically been held early in January (running against Snowbird, but not running against any PHSA show.) Normandy Farm has already booked the 1/7/06 date we wanted; therefore, January 21, 2006 will be the banquet date. The early January date is also unavailable in 2007, 2008 and 2009. Therefore, instead of moving the banquet permanently to a late January date, the banquet committee is considering moving the banquet to a facility that can accommodate the early January date. Several alternate locations were suggested and the banquet committee will investigate.


Show Criteria Open Forum

In the past, shows were able to keep their rating and date as long as they made proper application to USEF & paid their fees. Now there is a new format. Date & rating specific revocable licenses will be issued to existing recognized 2005 shows. To renew their licenses, shows will have to go through the Competition Evaluation Process. Those shows that pass successfully through the Process will be granted a license renewal. These shows will keep their date, rating, etc. Shows failing to pass successfully through the Process could have their license cancelled or not renewed. The Competition Evaluation Process has many parts. Whether or not a show has complied with show standards will be an important part of the Competition Evaluation Process.

Some show standards already exist. They apply to things like facilities, equipment, horse welfare, exhibitor safety, etc. But additional show standards are being developed by the USHJA Show Standards Committee & the Date Allocation Task Force. This Task Force is due to present a preliminary report to the USEF Board of Directors at their July meeting. USHJA Affiliates have been invited to submit recommendations for these show standards. Audrey suggested that PHSA hold an open forum (in conjunction with EPPHA if they like) to collect input on definable, measurable and enforceable show standards that would work for Penna shows. The board will hold the forum on April 25, 2005 at 7:00 PM at PJ Welihans. Audrey will work with Diane Boram to create and distribute a promotional piece for the open forum. The board asked if Hunter Taylor would be the moderator. Audrey will ask him. Bob will make arrangements with the restaurant. (A copy of the flyer is attached to these minutes.)


USHJA Educational Fund

USHJA has set aside substantial funds for membership education. An affiliate such as PHSA could apply to the USHJA Special Projects Committee for funding of such an educational event. Events could include a legal or insurance seminar on an equine related subject, a veterinary clinic, a riding clinic or even our show standards open forum. USHJA funding is available to fund the event as well as the design, printing and distribution of the promotional materials to advertise the event. USHJA will also assist with finding clinicians, event locations and facilitators.


Trainers’ Dinner

The Maack family was the high bidder on this dinner at the PHSA banquet live auction. The dinner will be held at the Maack’s house on Saturday night April 2, 2005. All of those doing cooking or serving should be at the house at 6:00.


USEF National Hunter Breeding Championship Sponsorship

PHSA has been asked to sponsor a class or the luncheon at this Championship show to be held this spring in Warrenton, Va. The board voted to go forward with the sponsorship of $1,000.00. Rich Scarlett and Diane Boram suggested that EPPHA might like to share in the sponsorship. They will ask at the 4/4/05 board meeting.


Double Point Breeding Shows

A PHSA recognized breeding show at Mileview will be held in April; and, for the horse breeding classes there will be 2 judges judging simultaneously, 2 sets of ribbons and 2 sets of points. The USEF rule is already in place to allow this. The USEF rule (on double points) does not apply to the pony breeding classes; therefore, the pony breeding classes will have one judge, one set of ribbons and one set of points. The board acknowledged that both sets of PHSA points will have to be counted for that day, but the PHSA breeding committee should meet & return to the board a recommendation on how to count (or not count) points at double point breeding shows.
